Piscataway moves forward with zoning changes tied to affordable housing plan; one councilmember abstains

On March 12 the Piscataway Township Council advanced multiple zoning ordinances on first reading intended to implement revisions required by the township's court-approved affordable housing plan. The clerk read ordinances to replace chapter 21 (zoning section 21 Affordable Housing), repeal section 23 (development fees), and to amend and supplement chapter 21 more broadly. Council members said the changes would help the township meet COAH obligations established by court approval.
Councilwoman Laura Liebowitz noted the ordinance revisions are part of the new plan "accepted by the judge" and thanked colleagues for acting to meet the township's obligations. The measures passed first reading and were scheduled for second readings and public hearings on April 14, 2026. Councilmember Rashid recorded an abstention on the votes as noted in the roll calls.
The ordinances were presented as procedural and necessary to satisfy state and court-mandated affordable-housing commitments; the council did not amend the texts during the meeting. The public hearing process and second readings will provide further opportunities for public input before final passage.
