New state housing infrastructure dollars available July; MIHP reporting frozen while MIHP 2.0 is developed

ULCT staff outlined two housing infrastructure programs created by House Bill 492: the statewide State Housing Infrastructure Partnership (SHIP) loan program and a Salt Lake County Affordable Housing Infrastructure Grant (AHIG) funded with county tax revenue. Staff said both programs prioritize affordable homeownership and infrastructure to unlock units; the committees that will administer the programs were expected to be finalized in June and the application window opens July 1.
Carson and other presenters encouraged cities to apply and to attend a webinar the week of June 22 explaining the application process. Staff noted Salt Lake County jurisdictions may apply to both SHIP and AHIG when eligible.
On MIHP, staff said House Bill 436 effectively froze substantive MIHP reporting for the summer while retaining a required certificates‑of‑occupancy data point; MIHP 2.0 work continues. Staff urged MIHP cities to submit the singular CO metric and to be ready for further guidance on MIHP 2.0, which aims to make reporting more objective and less time‑consuming for planners. A DADU ordinance compliance deadline for MIHP cities was noted as October 1.
