Columbia County board approves park dedication, land-use requests, ARPA funds and easements

The board adopted resolution number 2613 to dedicate the new Columbia County Park on Hardy McManus Road in honor of former Commissioner Don Skinner Sr.; commissioners presented Mr. Skinner with brief remarks recognizing his decades of public service. "For this service and so much more, I'm proud to present that the next community park in District 3 will be named in honor of Mr. Don Skinner," a commissioner said during the presentation.
The board accepted additional CY 2026 ARPA grant funds for the judicial circuit totaling $71,420; the board discussed a match, referenced in the transcript as 10%. The motion to accept the funds was seconded and approved.
On land-use matters the board approved a conditional use permit allowing therapeutic massage at an existing salon (tax map 073C parcel 053) after staff explained the service existed before COVID and must now return to compliance with current code. The board also rezoned parcels 073-366B and 073-366C from P1 to CC to allow a bank with a drive-thru, subject to conditions in the planning commission report and overlay standards; a non-binding concept plan was referenced and staff will review the formal concept plan later.
After an announced executive session the board recorded three property-related actions: acceptance of a donation of a portion of parcel 026-016B from Eubank Family LLP to secure right-of-way for a right-turn lane at the elementary school off Ray Owens Road; authorization to pay George and Cheryl Newman $79,000 for parcel 072-242 to obtain right-of-way and/or easements for the Hereford Farm Road widening project (staff noted septic/sewer work and temporary maintenance obligations); and acceptance of an additional easement from David Byrd and David Byrd Enterprises LLP for parcel 029-011 to support the Harlem force main project (staff estimated a December 20 target for project completion).
