Onalaska board approves $37,000 agreement with Strand for MS4 permit work

On June 2 the Board of Public Works and Utilities authorized an agreement with Strand Associates, estimated at $37,000, to perform required work under the city’s MS4 stormwater permit, including inspections of best-management practices and outfalls, illicit discharge sampling and laboratory analysis, and preparation of narrative reports required by the permit.
Jared Halter said the city has used Strand for these tasks for more than 15 years and that the work was budgeted in part through the stormwater utility; staff had not filled the staff-engineer position this year, increasing reliance on consultant support. Board members discussed that the $37,000 figure represents an estimated hourly-and-expense basis rather than a hard not-to-exceed cap; staff said they would manage and return to the board if the firm could not complete required tasks for that amount.
Alder Steven not moved to approve the agreement not to exceed $37,000; the motion was seconded and approved unanimously.
