Board selects MSA to design East Avenue sidewalk, approves $82,825 contract

The Onalaska Board of Public Works and Utilities voted unanimously June 2 to select MSA Professional Services as the engineering consultant for the East Avenue Sidewalk Project and approved an agreement not to exceed $82,825.
Jared Halter described the RFP process: four firms were solicited, three submitted proposals, and staff scored consultants on experience and hours. MSA’s proposal included 519 projected hours and a fee of $82,825; staff recommended MSA over the lower-cost proposal because the lower-cost submission had substantially fewer hours projected.
The board discussed budget timing: the design was included in the 2026 capital improvements budget, split across two years at $50,000 per year, and construction funding includes nearly $400,000 for the project; staff said the paperwork required by the federal Carbon Reduction Program administered by the Wisconsin Department of Transportation increases the design workload. Board members asked whether the sidewalk would be on both sides; staff said the design currently proposes sidewalk on the west side only, creating the final walking connection between the Village of Holmen and the City of Onalaska.
Alder Steven not moved to approve MSA Professional Services not to exceed $82,825; the motion was seconded and carried unanimously.
