Sumner County highway commission defers decision on Jones Lane speed tables after liability and jurisdiction concerns

The Sumner County Highway Commission on June 1 deferred a decision on traffic-calming measures for a newly built section of Jones Lane after commissioners expressed concerns about legal authority and liability.
Superintendent Ellis told the commission the developer had followed county specifications, inspections and punch-list repairs for Firefly and the Jones Lane segment and asked the commission to accept the road and forward a resolution to the county commission. "This roadway has been through a lengthy project...they have done everything right," Ellis said, urging approval to move the acceptance forward.
Residents and the developer urged the commission to reduce speeds and allow a pair of speed tables. The developer said he had met individually with homeowners and that they reported vehicles traveling "40 to 50 m an hour" through the neighborhood. He offered to fund the installation and said the homeowners association would maintain the devices and that "it will not be any cost to the county whatsoever."
Commissioners and staff debated whether speed tables could be installed before formal acceptance and who would have authority to place speed-limit signage. One commissioner warned that allowing a third party to install or maintain devices on a county road posed a potential "liability quagmire" and said legal review would be needed before approving third-party maintenance.
The commission briefly approved forwarding acceptance of the road to the county commission, but a subsequent motion to reconsider the earlier action passed; the body voted to defer the specific decision about speed tables, crosswalks and a revised speed limit until the July meeting to allow staff and the developer time to inspect and finalize proposals.
Next steps: staff will work with the developer and HOA to prepare documentation the commission’s legal and highway staff can review ahead of the July meeting. The commission did not set a final speed limit in the June session.
