Council approves front-facade grant for 203 North Main after split over combined application

Weatherford City Council on Dec. 2 approved a $13,392.50 facade improvement grant for the front of 203 North Main, following debate over whether the application correctly combined two façade faces under a single address.
Ashley Syler, director of economic development, told council the building’s interior renovation exceeds $500,000 and staff combined the front (North Main) and rear (York Avenue) work under one address for policy review. Syler said the applicant’s construction budgets produced a combined eligible grant figure that, after the owner’s $10,000 contribution and a 50% match rule, yielded a $101,823.50 request for both sides but that the WEDA board recommended funding only the North Main portion at $13,392.50.
Council members pushed back on the combination. One member said, “To me, this should have been two applications and two different requests because they’re in different areas,” and asked why the packet showed one combined application rather than separate entries for each street-facing side.
Council Member Luke Williams moved to approve the owner’s full $101,823.50 request, saying, “I make a motion for the number of $101,823.50.” The motion failed for lack of a second. Williams then moved to approve the WEDA-recommended amount of $13,392.50 for the North Main façade; the motion was seconded and carried unanimously.
Staff clarified that some temporary lights had been installed to test circuits but that permit processes still apply even when permit fees are waived. Council members also noted that WEDA had weighed the work completed to date and approved a front-only recommendation earlier in the review process.
The grant covers exterior restoration elements recommended by staff and WEDA for the North Main-facing façade. Council members said the York Avenue side could be brought back to WEDA as a separate application with additional details if the owner seeks another grant.
The council’s vote implemented the WEDA board recommendation and left open the possibility for a separate application for the York Avenue facade.
