Resident urges Centerville to resolve drainage and maintenance dispute after UDOT parcel sale

Joey Wilson, a Centerville resident in the Woods Park division, used the council’s open-comment period to press staff for a clear answer about who must maintain a narrow strip of land left after UDOT purchased HOA property during freeway construction.
Wilson said UDOT told him the matter fell under Utah Code 73-2-102 and referred responsibility to the city, while city staff had pointed him to a local park-strip maintenance ordinance. Wilson argued his HOA does not own the land between the sidewalk and the HOA fence and that the strip contains drainage elements the public should not be asked to tamper with. “We are not the abuing property owner,” he said, challenging the city interpretation and asking for a different legal analysis if staff disagreed.
Council and staff asked Wilson to email a map and the prior email chain; staff offered to review the documentation and to inspect the site with him. A staff contact and the public works director were identified as points of contact. No formal action was taken; staff said they would follow up after reviewing the materials. The resident said he had been pursuing a resolution for about 18 months and was seeking clarity and a timetable for a response.
