Borough outlines MS4 permit work and vegetated swale planned with PICO; PECO to fund construction

At the June 1 session an official identified as Amanda gave the borough’s annual MS4 (municipal separate storm sewer system) update, explaining that all street inlets drain to the river and outlining pollution sources such as pesticides, pet waste, and sediment from construction.
Amanda said the borough has proposed constructing a vegetated swale between Howe and Green Streets to filter sediment before it enters the waterway. The project is being coordinated alongside PICO’s remediation work; PECO has agreed to cover construction costs so there will be no out‑of‑pocket construction expense for the borough, the speaker said. Permitting with the state and PICO’s consultant is underway, with an expected completion in late fall or early spring.
Council members thanked PECO and partners for the timing and cooperation; one council member noted the slurry work and stabilization being done for the remediation project and said borough staff continue to monitor the site.
