Batesville board formalizes change orders, extends project timelines and updates procurement threshold

City staff told the board they had issued two change directives during construction of the M pavilion project and recommended formalizing those directives in one change order to close out the contract. Staff said the change order simply formalizes work already completed and asked the board to approve it so the contractor can finalize closeout paperwork.
Officials also heard a request to approve a timeline extension for ARC project MS2699 to allow the new contractor time to process closeout paperwork. Staff recommended the mayor be authorized to sign the project extension through Feb. 6, 2026. The board approved the extension.
At a separate item the board reviewed the County Water Infrastructure (MCWI) program policies adopted in 2022. Staff told the board that state procurement law changed in 2024, increasing the formal procurement threshold from $50,000 to $75,000, and presented draft language to amend the city's MCWI policies accordingly. Staff said adoption can be recorded in the meeting minutes and would not affect current projects already underway.
Members approved routine pay-application reimbursements tied to wastewater project invoices and carried several consent items and purchase approvals as presented in the meeting packet. Several motions related to these items were approved by voice vote with no recorded roll-call tallies in the transcript.
