The McCordsville Town Council approved several ordinances and resolutions on Aug. 12, 2025 and authorized staff to proceed on multiple right-of-way acquisition efforts.
What passed: The council unanimously approved an ordinance amending the Helms Mill PUD (Ordinance 070825B) that adjusts façade/trim requirements; approved fiscal and annexation measures for Holy Cross Lutheran Church (Resolution 081225 and related ordinances) to annex approximately 40 acres at 7890 North County Road 475 West; and adopted amendments to the Colony PUD (Ordinance 081225G) and the Villages at Brookside PUD (Ordinance 081225D) to permit specific building, window and drive-thru/pickup configurations as recommended by plan commission and ARC. The council also approved an amendment to the zoning ordinance (Ordinance 081225H) to require council first-reading involvement earlier in the PUD/reszone process. Recorded vote tallies on final actions reported in the meeting were 5-0 on the items taken on final reading.
Right-of-way authorizations: Council authorized staff to send right-of-way acquisition offer letters for four projects (items M, N, O and P): the 600 West & Broadway widening/right-of-way acquisition (a federally/state-funded project), a trail connection (locally funded), a Veil Road drainage project, and right-of-way needs for South Railroad Street. The motion authorized issuing offers and returning to council to request approval to initiate condemnation if offers are rejected and project timelines require it. Staff cautioned condemnation can take three months or more and confirmed they will return to council before beginning condemnation steps.
Fiscal/appropriation items: Council held first readings on additional appropriations for general and MVH funds to support projects including the community center, Civic Drive connection and land acquisition for the 600 & Broadway project; staff said final adjustments would be made before second reading.
