The Sugar Grove Village Board adopted a resolution opposing the state "Build Act" at its June 2 meeting, after staff summarized the proposal and trustees discussed potential consequences for local planning authority.
Scott Keell presented the item and told trustees the Build Act (a package of state proposals discussed during the spring session) was of particular concern because, as negotiated in Springfield, it would limit municipal zoning discretion: "It removed local control ... from zoning and the ability for municipalities to zone in their districts," Keell said, explaining that Metro West and the Illinois Municipal League had lobbied against the measure.
Trustees expressed broad agreement that the village’s comprehensive plan should remain under local control. Some trustees cited possible downstream effects—ranging from changes to building-code requirements for multi-story residential structures to wider implications for public services and infrastructure funding—and encouraged continued regional coordination.
The board approved the resolution by roll call. Staff said they would continue advocacy through Metro West and IML and monitor subsequent legislative negotiations and the fall veto session.
