DeWitt council confirms new police chief, approves IT contract and several municipal measures

DeWitt — The DeWitt City Council confirmed Bryan Curtis as the city’s police chief and approved a slate of administrative measures during its Dec. 9 regular meeting.
Mayor Susan Leeming presented Curtis’ appointment, noting his service with the department since October 2022. The council voted unanimously to confirm the appointment and set Curtis’ annual compensation at $93,000. Council member Hunsaker moved the confirmation; Kellogg seconded.
Council members also approved a three-year IT services contract with Thatch Computing Consulting of East Lansing for $74,012.94, covering Jan. 1, 2025, through Dec. 31, 2027. The contract followed the city’s solicitation of proposals after reporting a decline in service from the incumbent, VC3, Inc. Hunsaker moved approval; VanDyke seconded, and the motion carried unanimously.
The council adopted the City of DeWitt’s 2025 Building Permit Fee Schedule, incorporating the International Code Council valuation table without fee changes; the schedule takes effect Jan. 1, 2025. The motion to adopt the schedule was moved by Ostrander and seconded by Whitman and passed unanimously.
For economic development planning tied to a MEDC Redevelopment and Placemaking (RAP) grant, the council awarded a site-plan and construction-cost-estimate contract to Spicer Group not to exceed $9,550. The scope is intended to support potential relocation of the Farmers Market and improvements to public parking infrastructure. VanDyke moved the award; Whitman seconded and the motion passed unanimously.
Council members discussed forming a work group to review Capital Benefit Water Assessment Districts but postponed appointing the group until the Jan. 13, 2025 meeting.
During public comment, Sheryl Landgraf said the Ox Roast Committee would like an art installation for the event’s 80th anniversary to be placed downtown. City Administrator Daniel Coss reviewed the administrator’s written report in the meeting packet.
Chief Curtis thanked the mayor and council for the appointment and introduced the department’s new administrative assistant, Andrew Kroeger. He also noted that Dakota will graduate from the 114th Police Academy.
The meeting opened at 7:00 p.m. and was adjourned at 7:45 p.m.
