Kent County commissioners approve consent agenda, liquor licenses, proclamations and routine personnel actions

The Kent County Board of Commissioners on May 19 approved the full consent agenda, including minutes from May 12, 2026; accepted routine staff recommendations; and approved several temporary liquor licenses.
The board voted to approve a group of consent items presented by the chair, and then granted three special class C per diem liquor licenses: one for Minery's Dream Alliance on May 30 and multiple licenses for the Sons of the American Legion for dates in July and August 2026. Each item was opened for public comment at the meeting and no speakers spoke for or against the applications.
Commissioners adopted proclamations recognizing May 18–22 as Heat Safety Week and May 17–23 as Emergency Medical Services Week. Pete Land, director of Emergency Services, thanked the board for the EMS Week proclamation and noted the 2026 theme: "Improving outcomes together."
The board approved an appointment to the Kent County Local Management Board and accepted three human resources recommendations from Michael Sutton, the human resources director: conditional offers for a finance associate and a contract specialist, and a requested hourly rate increase for a control‑room operator. Commissioners also voted to sign a letter of support for a Maryland State Library Agency grant match (up to a $299,000 maximum) for roof replacement at the Kent County Public Library, Chestertown branch; the letter clarifies the $299,000 figure is a maximum available match and the county would not be required to spend the full amount.
Chestertown Mayor Megan Eflin used the public comment period to provide municipal updates, including an introduced budget ordinance for fiscal year 2026–27, plans for selective street repairs (patching rather than full paving), a planned 5% water rate and 30% sewer rate increase (raising the town’s minimum utility bill from $98 to $113), and a request for a letter of support for a pedestrian and bikeway feasibility study and potential build grants. She also noted Memorial Day events and communications for large public gatherings.
