The Lower Frederick Township Board of Supervisors voted June 2 to accept a quote from Asphalt Maintenance Solutions LLC for $9,522.50 to perform crack sealing on Minehill Road.
Township staff identified surface oil and a risk of bleeding if chip seal were used on Minehill Road and recommended crack sealing as a lower‑cost preservation technique. "We delayed putting chip seal on Minehill Road because we were concerned that it still had a good bit of oil from when it was chip sealed last time and we didn't want to have a bleeding problem," Carol said. She described the one‑day contract as including all equipment, materials and labor.
The board discussed expected appearance after crack sealing and neighborhood impacts; Carol warned residents that repaired cracks will appear as darker stripes initially. The board moved to accept the $9,522.50 quote and authorized the township manager to sign paperwork. Supervisor Saxs made the motion and Supervisor Hexter seconded it; the motion passed unanimously.
The contract would place the township on AMS’s schedule for September or October, staff said. Carol also noted the crew would proceed to other priority streets identified by the engineer and roadmaster if work remains for the day.
The action follows staff recommendations to prioritize preservation methods that reduce future repair costs and avoid the bleeding problem observed on another road last season. The board did not amend the contract’s scope at the meeting and gave the manager authority to finalize the paperwork.
