County staff to bring emergency LOI for Cavern Springs mobile home park purchase after developer deadlines

Pitkin County staff told the Board of County Commissioners June 2 that nonprofit partner Thistle Rock is preparing an offer to acquire the Cavern Springs mobile home park and needs letters of intent from funding partners before the group's deadline on June 13.
Ashley Pearl, the county’s resiliency and housing director, said Thistle Rock has sufficient commitments to move forward with an offer and has requested a letter of intent from the county reflecting previously expressed interest in contributing $1.5 million. To meet the buyer’s schedule, staff said they will bring an emergency resolution to the board at the Wednesday regular meeting and ask the chair to sign the LOI immediately after approval so the offer can be delivered before the deadline.
Pearl said she had not yet seen commitments from Garfield County and that staff would continue outreach. The board discussed timing and agreed that an emergency procedural step was appropriate to allow the nonprofit to submit an offer within the deadline.
The emergency resolution will be returned for formal action on the regular agenda; if the board approves the LOI the county's contribution would advance the purchase process but the transcript recorded no final funding appropriation in this session.
