Shelton council adopts county paving partnership and animal-shelter contract; advances asset-management and equipment studies

The Shelton City Council on June 2 authorized a county partnership to repave the East Mountain View neighborhood and approved a three-year contract with the Mason County Humane Society to provide animal control and shelter services beginning Aug. 1, 2026. The council also moved two administrative items — a CivicPlus asset-management software purchase and an equipment maintenance and replacement study with FCS Group — to the June 16 action agenda for final consideration.

The council unanimously adopted resolution 1439-0426 to use an interlocal agreement with Mason County for the 2026 East Mountain View paving project. Council members said the county partnership reduces costs substantially; a county representative noted that a mile of work would otherwise cost about $1 million while the interlocal arrangement covers labor, equipment and materials for a far smaller sum.

The council also voted to approve resolution 1435-0426, authorizing the city manager to sign an agreement with the Mason County Humane Society to operate the city animal shelter and provide animal-control services. City staff described a proposed three-year term beginning Aug. 1, 2026, with initial facility alterations and an annual contract total discussed during the meeting.

On procurement, GIS and asset-management technician Colton Hickle told the council the city has budgeted $60,000 for a CivicPlus asset-management product to better track equipment, underground assets and preventive maintenance needs; council members voted to place resolution 1442-0526 on the June 16 action agenda for formal approval. Separately, staff requested an increase to fund a comprehensive equipment maintenance and replacement study; the council moved resolution 1443-0526 (a professional services contract with FCS Group) to the June 16 agenda for further consideration. Staff said the study would compile lifecycle and funding numbers so the city can sustain large equipment purchases and replacements.
