The Township Planning Board voted to approve a D3 conditional‑use variance allowing Millennial Pool Management LLC to operate a commercial pool‑management and distribution operation at 1041 Glassboro Road, suites A3 and A4, in the Monroe Business Park. The approval was unanimous and conditioned on a prohibition of any outdoor storage; the applicant must return for site‑plan review and obtain any required local health and fire permits.
Kevin Duke, attorney for the applicant, opened the presentation and said the application seeks use‑varianc e relief and that the site‑plan waiver previously requested would be withdrawn so the site plan is reviewed later. Max Chrisbell, the company owner, described Millennial’s operations as full‑service pool management for HOAs, condominiums, hotels and casinos, with office hours generally 9 a.m.–5 p.m. and an office staff of about 15–20. "We have close to 850 certified lifeguards that work as W‑2 employees for us," Chrisbell said, describing most lifeguards as seasonal employees who do not report to the office during training periods.
Chrisbell testified that chemicals delivered to the site remain factory‑sealed on pallets and are transported to pool locations for use; he stated the company does not mix or manufacture hazardous chemicals on site. "We don't mix hazardous materials," he said, adding that empty containers return from client sites. He also said outgoing retail boxes are handled via UPS and FedEx rather than on‑site customer pickup.
Township planning witness Samuel Aggressive (Aggressive Engineering and Planning) entered aerial and survey exhibits and described the roughly 6.11‑acre site with two buildings (about 36,000 sq ft and 24,000 sq ft), multiple overhead doors and an estimated 42 front parking stalls plus auxiliary and striped rear parking. Aggressive characterized the use as akin to light industrial/warehousing with limited repackaging and said the operation can meet the positive criteria for a D3 variance while any operational issues would be addressed during site‑plan review.
Board professionals and members pressed the applicant on parking for shared uses, easement access for a gravel lot used for winter truck storage, and the need for fire and health‑department approvals for stored chemicals. Board review cited local zoning provisions (transcript reference: "1751 163C1 light industrial uses"). Members expressed particular concern about testimony that the company repackages salt and might stage trucks in the off season. The applicant clarified that bulk deliveries are typically taken immediately inside and that retail repackaging is boxed for UPS/FedEx; he agreed to find other locations for any activities that would require outdoor storage.
As a result, the board’s solicitor and members conditioned the approval on a prohibition of outdoor storage. The motion to approve the D3 use variance (application 25‑48) passed on roll call with all present board members voting in favor. The approval is limited to the use variance; site‑plan details (parking layout, dumpster locations, loading operations, stormwater controls, and any labeled exterior storage) will be reviewed in the forthcoming site‑plan submission and by the township’s building, fire and health officials.
Next steps: the applicant must submit a site plan that addresses parking, dumpster access, storage and easement use; secure any required local or state permits for chemical transportation and storage; and return for site‑plan review before occupying the premises for the described operations.
