The Blaine City Council on June 1 held a first reading on an ordinance to rezone property at 3621 131st Avenue NE from farm residential to Development Flex to permit a proposed development of 86 single-family lots. Community Development Director Selman and Director Schulander presented details of the request and outlined developer requests for infrastructure participation.
Director Schulander explained three developer considerations discussed at previous workshops: construction of 131st Avenue to provide hard-surface access; potential city participation on frontage costs for a 330-foot open-space lot abutting the site; and a developer-proposed lift station to serve this and adjacent parcels with a request for reimbursement if nearby parcels develop within a 5–10 year window.
Council members asked for clarification about whether cost-sharing assessments would fall on individual sellers or future developers. Director Schulander said cost sharing would be a development cost and would not be charged to sellers. The second reading, preliminary plat and conditional-use permit consideration are scheduled for the June 15 meeting.
