Council tables $1.13 million Jim Peterson park project for workshop; members raise maintenance concerns

The Blaine City Council on June 1 voted to table consideration of the Jim Peterson park improvement project and related spending to a workshop/time-certain of June 15 after council members raised questions about park maintenance and use of park dedication funds.
Parks Director Jerome Krieger presented the project budget and bid results: total project funding of $1,134,950 drawn from park-dedication (CIP) funds; the low construction bid was $395,661 with staff recommending acceptance plus a 10% contingency for a total project cost of roughly $435,227. Krieger stressed the funds are park-dedication money and cannot be used for routine maintenance.
Several council members asked why the project included a potential warming-house site and whether dedicaton funds should be spent given ongoing complaints about mowing and general park upkeep. “We have 67 parks and over 1,000 acres of open space in the city,” Council Member Robertson said, and called for a larger parks conversation. Council Member Missolia and others questioned whether a permanent warming house was needed when a trailer has sufficed historically.
City Manager Thorvig told council the schedule could accommodate a two-week delay and still allow the contractor to begin in late summer if the council decided to proceed. Council Member Masolia moved to table the item for discussion at a June 15 workshop; the motion passed by voice vote.
Council directed staff to bring the item back to the June 15 meeting for fuller discussion of park priorities, maintenance funding and whether to include permanent structures in the project scope.
