Portsmouth’s Conservation Commission on Feb. 11 postponed consideration of a maintenance and dredging proposal for a detention pond associated with a Liberty Mutual parking area, citing insufficient plan detail and several outstanding technical questions.
Fraggle Rock Environmental scientist Damon Bert presented the project as routine maintenance to restore the detention pond’s original function after a collapsed outfall and an estimated buildup of roughly two feet of sediment. Bert said field reconnaissance suggested about 700 square feet of buffer impact would be necessary to access and repair the outlet, and that the work aims to restore the original culvert elevation and the pond’s intended grade.
Staff read a list of standard stipulations and requested deliverables that were not in the application packet: stamped wetland delineation and cross‑sections showing existing and proposed pond elevations, an invasive species removal and disposal plan, a dredge‑material disposal plan, and a long‑term maintenance plan that the city asked be recorded with the property chain of title to ensure ongoing upkeep. Commissioners also asked for photos, a clear limit‑of‑work and an explicit tree‑removal plan showing what will be cut and what will be replanted.
Given those gaps, the commission voted to postpone the item to the March meeting so the applicant can provide photos, cross‑sections, a maintenance plan, temporary vs. permanent impact delineations, and a dredge‑disposal plan.
