Commission recommends approval for Elks Lodge deck replacement with planting and documentation conditions

The Portsmouth Conservation Commission on Feb. 11 recommended approval for a like‑for‑like replacement of the exterior deck and ADA ramp at the Elks Lodge, provided the applicant supplies a planting plan and clarifies construction notes on the plans.
Ilia Vos, project manager for the applicant, said the work is purely a replacement within the existing footprint with no increase in impervious area. Commissioners asked for a formalized planting plan that shows areas to be left unmowed and areas where plantings will be installed; the applicant agreed to provide the planting plan and to have staff review it prior to the planning submission. The commission also requested the project narrative or plan show that 3/4‑inch crushed stone will be placed under the deck and that deck boards be spaced approximately 1/4 inch.
Commissioners raised concern when the applicant mentioned adding downspout work and daylighting a gutter outlet. The applicant removed the gutter/downspout work from this application during the hearing and agreed that any stormwater or gutter work would be presented in a separate application with full details. The commission approved the deck permit with those conditions.
The commission noted the property’s proximity to Sagamore Creek and asked the applicant to coordinate future, separate stormwater plans with city staff to ensure treated outfalls or vegetated filtration are considered.
