Town manager reports completed street resurfacing, seeks consent for rail-support letter; developer outreach and stormwater grant under review

Town Manager Mark reported that street resurfacing on two roads in Livingston Farms is complete and that staff expect few punch-list items. He said he drafted a letter supporting a regional rail project included in the governor’s proposed FY27 budget and recommended placing a consent-item version of the letter on the next consent agenda so the council can authorize it.
Mark said staff met with Impeccable Development, a retail-focused developer, and have been in contact with Lewis Real Estate Group; staff will pursue follow-up documents and possibly a letter of intent as developers advance the town-center concept. He also said the town will publish a story map more prominently on the website to communicate the project vision.
The manager reported the town submitted a full stormwater grant application and has convened a review committee (the manager, Jabo and Trevor). He cautioned that the application currently contains only one contractor quote and staff may prefer to gather additional estimates before bringing the project to the council for approval. When asked whether the stormwater program could address issues raised by residents of Stafford Crossing, staff said the program is generally designed for single-family or undeveloped lots and is less likely to cover large multifamily common areas.
A council member moved to adjourn; Jim was identified as the mover and another member seconded. The council voted by voice and the chair declared the meeting adjourned.
