Council authorizes bids for 500-foot runway extension and approves PV Park lighting purchase

The Enterprise City Council on June 16 approved two infrastructure steps: it authorized the city engineer to seek bids for a 500-foot extension and overlay of Runway 5/23 at Enterprise Municipal Airport and approved purchase of lighting materials for PV Park Phase 2.

City engineering staff said the runway plans are roughly 90% complete and that the Federal Aviation Administration requires actual bid prices to finalize a grant application. "The FAA requires that we bid a project, get actual bid prices, and then submit a grant application based upon real bid prices," staff told the council. Officials said the first phase would increase runway length from 5,100 feet to 5,600 feet and would change airport design standards from Class B to Class C, enabling a broader range of aircraft operations.

Staff estimated the project would be heavily federally funded if the FAA approves construction, noting an expected federal participation rate of about 95 percent with the remaining local/state share split (staff described the local portion as roughly 2.5 percent of project cost). During discussion, staff said an anticipated first-phase budget figure discussed informally at the meeting was approximately $6 million, though the city will submit grant paperwork after receiving bids.

Separately, council approved a budgeted FY26 materials purchase from Musco Sports Lighting LLC through the Sourcewell purchasing program, authorizing $347,000 for lighting materials for PV Park Phase 2. The motion covered materials only; staff said installation will be bid separately.

Both actions carried on voice votes. City staff said they will return with bid results and formal grant application paperwork as required by FAA procedures.
