City parks staff presented an update on proposed capital projects and ongoing maintenance needs during the June 1 Leawood governing body meeting, prompting questions about overall cost, funding status and prioritization.
“Do I understand it’s about $800,000 for the two playgrounds?” asked Council member Harrison, reflecting concern about the scale of several items listed in the staff summary. Chris Claxton, director of parks, recreation and arts, confirmed those figures were in the materials and said the playground price includes installation and artificial turf, which staff expects will reduce recurring mulch maintenance. “That price includes installation. It also includes us going to artificial turf,” Claxton said.
Council members asked staff to clarify which projects are funded and which are unfunded, and to provide dates when items were approved in the capital improvement plan. Claxton said some items are on an unfunded list and that the parks board will complete a ranking exercise to inform council prioritization. Several members urged the staff and park board to produce a single prioritized list before the council advances contract or budget actions.
No new appropriations were made at the meeting; the council accepted the staff report for the record and asked staff to return with funding status and prioritization details as the budget process continues.
