The Portsmouth City Council on March 19 adopted a consent agenda and approved a set of council-member motions covering technology, public safety, housing and park studies.
Consent agenda: Council approved a 12-month municipal AI productivity pilot deploying Microsoft 365 Copilot to about 100 city employees, with structured training, department-specific automation development and a formal evaluation. Estimated total cost was stated as $180,000 to $220,000.
Public safety and housing motions: Council moved to allocate $2.5 million in federal grant funds to renovate the police station to address mold remediation and improve workspace safety for officers. Separately, council voted to transfer $1 million from the $10 million grant to a housing trust to support accessory dwelling units (ADUs) rented at workforce housing levels for up to 10 years.
Infrastructure and studies: Council requested a splash-pad feasibility study for Green Leaf Recreation Center, asked staff to investigate a parking garage location within a quarter mile of downtown, requested a Public Works study on bicycle lanes, sidewalks and lighting, and approved a 90-day working group to review public transportation access for elderly and disabled residents.
Next steps: Most items are at the study or planning stage and require future council report-backs and approvals; the police station allocation and the ADU housing trust transfer were authorized at this meeting.
