The Norton Parks & Recreation Committee on June 5 discussed fundraising and fiscal structure for trail maintenance, questioned where a dedicated bank account should be held, and recorded a vacant clerk role after a recent resignation.
Committee members said they asked whether the Parking & Recreation Committee could open a dedicated trail-maintenance bank account and were told Conservation/Open Spaces cannot hold such accounts but conservation staff indicated trails are passive recreation and may fall under Conservation's responsibilities. The committee concluded the trails program likely must be coordinated with Conservation and said it would check with the town's designated trail lead (John) about next steps.
Ideas floated for trail revenue included placing QR-code-enabled trail signs that would link to a donations page and earmark funds for lumber and bridge repairs. Members emphasized that any fund-raising vehicle should be transparent and tied to clear uses such as purchasing lumber for bridge repairs and improved signage.
On personnel, the committee recorded that Sam resigned as clerk (effective June 3), leaving the committee without a clerk. Members discussed whether to vote to appoint a replacement that night or wait for the select board's reappointment process; they agreed to place clerk appointment on the next agenda and to follow the select board's guidance on reappointments.
The committee also received a brief budget update: the department faces a net 1% adjustment relative to requested funding, with some modest reductions expected in building and grounds repair and equipment lines. Members said the budget position remains in flux pending final action by the appointing authority and that more details would be shared after votes are complete.
