DeKalb committee approves multimillion-dollar contracts for mowing, litter removal, trucks and stormwater services

The DeKalb County Public Works & Infrastructure Committee approved a slate of contract renewals, change orders and low-bid awards across public works departments, totaling multiple millions of dollars.
Key approvals included a right-of-way mowing and maintenance award (ITB 25-123-ITB) recommending Reimag/General Contractors and Russell Landscaping LLC with a not-to-exceed figure of $719,650 and a litter-removal renewal (contracts 138167/1381672) adding Watershed Management to the scope and authorizing up to $1,435,487.32 in expenditures. The committee also approved a request to purchase 20 new 2027 International dump trucks from Rush Truck Centers of Georgia (doing business as Rush Truck Center Atlanta) not to exceed $3,328,370; staff said audit supported the procurement.
Change orders were approved to continue multi-year professional engineering and design services for stormwater and drainage repair (RFP 21-5000564) with a total request not to exceed $1,650,000, and to increase funding for multi-vendor contracts that support pond maintenance (amount not to exceed $2,900,000) and sanitary sewer emergency response and repairs. The committee also authorized renewal of inspection contracts supporting MS4 permit work covering extensive inventory (514 miles of pipe, 22,449 catch basins, 938 detention ponds, more than 200 bridges and 135 miles of roadside ditches).
Several larger construction and emergency contracts were discussed but left in audit review, including an indefinite-quantity water/sewer emergency contract and a $20.6 million construction-management recommendation for the Snapfinger Advanced Wastewater Treatment Facility expansion.
What happens next: Staff will return with any required substitutes or map updates for the mowing and litter items and with audit and contract documentation for items left in audit review.
