The Atlantic County Board of Commissioners approved Ordinance No. 3 at its regular meeting, a bylaw amendment that allows for early public comment on agenda items not scheduled for formal public hearings and updates notification procedures for meeting agendas.
The measure was called on final reading after the chair described the changes. A commissioner asked how the public would be notified about which items would appear on the consent agenda and whether all items would be placed there; staff responded that there will be a public session before the listed items where the public can speak on any item.
The ordinance was adopted on a roll call vote with commissioners recorded as voting in the affirmative. The change is intended to give residents an earlier opportunity to speak on routine agenda items while preserving the existing public-hearing format for matters that require a formal hearing.
The board said it will provide notice and an opportunity for public comment consistent with the revised bylaws going forward.
