On the enterprise side, finance and water/sewer staff told councillors MWRA assessments constitute a large portion of both enterprise budgets — officials noted roughly two‑thirds of the water budget and a comparable share of sewer are MWRA assessments. Councilors asked for clarification about recent borrowing and a sharp increase in interest on certain notes; staff agreed to supply a detailed breakout of long‑term borrowings, interest and which projects are funded by each bond or note.
The committee approved the engineering budget on a recorded vote and directed staff to produce further documentation on enterprise interest increases, recent bond proceeds, and a five‑year history of water/sewer liens and collections.
