Ed Grenan, director of the city’s Traffic, Parking, Alarm and Lighting (TPAL) department, presented a $3.99 million FY27 budget that he said funds signal modernization, additional staff capacity, and a growing municipal parking program. He highlighted roughly $2.5 million in recent transportation grants and improvements such as rapid flashing beacon crosswalks and new speed‑feedback signs.
The council initially moved to approve the budget, but a roll call recorded in the hearing showed the motion failed (yes: Ash, Deona, Riley; no: Huby, Jacobs, Mahoney, McKe, Ryan, Yuan). Members then proposed specific reductions: a $5,500 cut to maintenance supplies (line item 5430) and an $11,500 cut to vehicular supplies (line item 5408000). Both amendments passed on roll calls. After the amendments, the committee approved the TPAL budget as amended.
Grenan said the department expects parking garage receipts to offset operations and reported last fiscal year’s Kilroy Square Garage total around $1.3 million (roughly $620,000 transient parking and $548,000 monthly passes, plus contractual payments tied to a development lease). The department indicated those receipts will continue to be used as an offset in future budgets as new garages come online.
