Board member Diane Alvarez presented a proposed board policy that would formalize how board policies are introduced, tracked and reviewed, saying she modeled the draft on another Maryland county’s framework and routed it through legal counsel and leadership during development.
Alvarez said the policy’s intent is to broaden board-member participation in policy development and maintain a centralized tracking spreadsheet for policy status and review dates. “The idea of this policy is to make the policy, approval a full board membership involvement because policy is one of our main functions as a board,” Alvarez said.
Legal counsel advised caution about rescinding an existing policy before a replacement is in place, recommending the board publish the draft for public comment and then consider a simultaneous vote to replace the older policy if comments support it. Alvarez made a motion to remove and replace the existing policy with the proposed framework, but the discussion proceeded without a recorded second and members asked for clean-up edits (including PDF conversion errors) and more detail on workload and staffing for policy maintenance.
Board members suggested an annual policy work session or a clarified role for a policy committee to help manage the spreadsheet and the volume of existing policies. Members agreed to refine the draft before placing it on public notice for 30 days and to return with clarifications before a final vote.
