Commissioners approve licenses, emergency fire-company funding, EMS grant and several departmental items

At its regular meeting, the Kent County Board of County Commissioners approved a slate of routine and substantive items, including two alcoholic beverage licenses, emergency funding to repair a volunteer firehouse well and pump, acceptance of a recurring EMS grant to begin a whole-blood program, and several departmental contracts and reallocations.
The board approved eight consent items by voice vote, including minutes and raffle permit requests. Commissioners then opened and closed a public hearing and approved a Class A beer, wine and liquor license for Sonny's Mart (DBA Sonny's Mart) after Inspector Pearsall reported the application met legal requirements and there was no public opposition.
Later the board held a public hearing for a Class B (restaurant) application for The View at Wharton Creek (applicant Eric Walters). Staff reported that a previous sales-and-use-tax issue had been corrected, and the board approved the license with contingencies: issuance would be contingent on receipt of a food-service license and the state fire marshal's inspection report.
The commission also approved an emergency funding request from the Millington Volunteer Fire Company to fully replace a failed well and pump. Jeremy Russell of the fire company described a 150 gallons-per-minute well and a 10-horsepower pump that had failed after roughly 53 years of service. The company asked the county for the $24,500 cost of a full replacement; Commissioner (speaker 3) moved the funding from county contingency funds and the motion passed by voice vote.
County leadership accepted a Maryland EMS/MIEMS rural-health grant of roughly $57,000 to start a whole-blood program allowing paramedics to administer blood at the point of injury. EMS staff said the first year of the five-year, recurring grant will be used for equipment, MOUs with hospitals and blood banks, training and program planning; commissioners approved acceptance of the award.
Other votes included approval of a transfer agreement for one EDU (equivalent dwelling unit) related to wastewater service, a conditional hire offer for the Kent Family Center director, reallocation of $7,403 into a small-business community-impact grant program (increasing that program to $32,403), and a $15,600 FY2026 contract for a Washington College Star Center "Hip Hop Time Capsule" internship program. The meeting concluded with adjournment by voice vote.
