Staff cited missing plan revisions, outstanding comment lists, and ongoing applicant responses as reasons to defer action to allow complete submissions.
The commission accepted the city's Open Space and Recreation Plan after a member motion and roll‑call vote. Staff said endorsement will support eligibility for certain Commonwealth grant programs and that several municipal boards and agencies had already provided letters of support.
