Manvel council accepts independent audit of water/wastewater impact fees; staff says issue corrected

At the June 19 meeting, Manvel staff and council addressed an independent audit of the city’s water and wastewater impact‑fee accounts covering the 2021–2024 audit period.
Rosie, who presented the audit findings, said the external reviewer noted the city had not been recording interest on impact‑fee accounts. "They basically checked where we were allocating them... they had a finding which was that we were not recording interest for them. I already knew I had corrected it the previous year after the audit," Rosie said on the record.
Council confirmed the city is now in compliance and discussed the state requirement to post the report and hold a public hearing before any fee increases. Council moved and unanimously approved acceptance of the independent audit. Staff said there are no direct repercussions associated with the finding and that the typical next steps include posting the report and, if the city later pursues fee changes, following statutory notice steps.
