Joe Douglas explained the grant covers home rehabilitation, handicap accessibility work, sewer and water hookups and emergency repairs. He said the program is governed by the Delaware State Housing Authority and that household income limits that will take effect in July start at $57,800 for a single‑person household and $82,550 for a family of four. Funding is issued as forgivable 0%‑interest liens to protect program funds for future applicants: repairs under $15,000 carry a five‑year lien, larger projects a 10‑year lien, Douglas said. The county uses a geobased application portal and offered a QR code to ease outreach.
Douglas said Millsboro historically received about $80,000 over the past five years and that seven applicants were currently on the waiting list; county staff urged the town and residents to increase outreach to fill the slate before the application deadline later in the year.
What’s next: the county will accept applications through its online portal and work with towns to identify and refer qualifying homeowners; council closed the required public hearing by motion.
