Millsboro’s police chief told the Town Council on June 1 that promoting two patrol sergeants in a phased approach will strengthen supervision, reduce liability and improve officer development as the department grows. The council approved the phased plan by voice vote.
Chief Moyer said the department currently operates with two patrol sergeants supervising multiple shifts and that a four‑sergeant structure is the department’s long‑term goal. He proposed promoting one patrol sergeant at the start of the upcoming fiscal year in July and a second at the beginning of calendar year 2027 to spread the financial impact. Staff reported the phased personnel cost increase is approximately $32,666 total under the union contract projections discussed at the meeting.
The chief tied the request to broader department needs highlighted in a recent CLEA assessment, which praised departmental compliance, community engagement and facilities while flagging recruitment, retention and roadway coordination as ongoing challenges. At the same meeting Chief Moyer also introduced Caitlyn Taylor as the new victim services advocate for the Millsboro Police Department.
What’s next: council approved the staffing change; finance staff will incorporate the phased promotion costs into FY27 and in‑year payroll adjustments. Chief Moyer committed to providing the organizational chart and to work with personnel and finance to execute promotions.
