The Monroe City Council on May 19 unanimously approved Amendment No. 6 to the city's solid waste contract with Rebenco Ltd. d/b/a Republic Services of Lynwood to bolster operational accountability and customer protections.
City staff described the amendment as strengthening service standards, clarifying communication expectations, formalizing community collection events after prolonged missed service and adding non‑performance fees and daily administrative reimbursements to offset city staff time during labor disruptions. "This amendment represents a thoughtful path forward," a Republic Services representative said, offering an apology for last summer's disruptions and thanking city staff for collaborative negotiations.
Staff outlined customer relief provisions: if residential customers experience two consecutive weeks of missed collections, they would be eligible for full weekly reimbursement credits. Commercial customers can request service‑portion reimbursements after two consecutive missed weeks. "Under this amendment, customers would receive full weekly reimbursement for missed pickups," staff said, adding that commercial customers can seek adjustments after the fact.
City staff told council the negotiated residential credit structure and other protections result in a modest rate increase of 1.78% beginning Jan. 1, 2027, with typical monthly bill impacts ranging approximately $0.10 to $0.79 depending on service level. Staff said those terms were negotiated without raising rates beyond that modest increase and that the city's older evergreen contract remains comparatively favorable versus recent market procurements.
Council members thanked staff and the contractor for the agreement while noting execution will be key. Council Member Blair moved to approve Amendment No. 6; Council Member Hamford seconded and the council approved the motion 7‑0.
The amendment requires the contractor to host community collection events after two consecutive weeks of missed residential collections and establishes enhanced communication standards and reimbursement provisions intended to reduce impacts to residents during service disruptions.
