Staff described the applicant’s plan to use a six‑foot fence adjacent to residences plus rows of shrubs and 15‑foot‑mature trees further inside the site to maintain screening at maturity. Staff said the proposal meets the city’s minimum canopy requirements and that the applicant will not remove existing trees in the buffer area.
The commission discussed the design and asked that the applicants return with standard landscaping and maintenance assurances for future phases. A motion to approve the variance for the current development phase passed by voice vote; staff noted the church will be required to return for review of future sections and expand the visual barrier with subsequent buildout.
