The commission approved a motion to recommend the special‑use permit to city council with conditions tying the permit to the named ownership entity and establishing standard hours of operation (weekdays, Saturdays and Sundays with birthday parties allowed outside those hours as specified in the motion). The motion carried by voice vote.
