The Foxborough Select Board on June 24 approved a series of FY25 year‑end internal transfers to cover unanticipated overages across several town budgets, including an emergency boiler replacement, election overtime, and higher snow‑and‑ice costs.
Paige presented the transfer list and said the town manager’s office would cover a $1,000 vacation payout from surplus. She said a town clerk election overage (overtime and related costs) remains a net overage despite $19,953 in state reimbursement for early voting. A central maintenance transfer was needed to pay for an emergency boiler replacement at the joint public safety building.
Staff reported a roughly $120,000 unbudgeted overage in the fire department due to retirement payouts and outside repair work; $150,000 had been supplied previously from the fire stabilization fund and the remaining shortfall will be covered by internal transfers from group‑insurance surpluses. Staff also noted the overage is expected to wash back to the general fund when revolving revenues are received.
On the snow‑and‑ice line, staff said FY25 experienced five significant snow events (compared with three the prior year), generating overtime across seven payrolls, early salt purchases and higher contractor costs. Marie explained that snow & ice is “one of the only budgets that you can legally overspend,” and cautioned board members about permanently raising the line item because increases are effectively difficult to reverse in future budgets.
After questions, the board moved and approved the year‑end transfers. The board recorded no opposition.
