Trevor Dickerson presented June 2 on a feasibility plan to convert 13801 Liberty Street into a phased, multi‑use commercial property with salon suites, small retail and outdoor vendor space under mature oaks.
Dickerson said his family intends to preserve the trees and maintain an older downtown aesthetic while allowing limited outdoor vendors and a seasonal farmers market. He told the commission the plan is phased, with the initial phase converting the back half of the structure into salon suites and preserving gravel parking in much of the front area.
Commissioners focused on parking logistics, shared access with the MISD driveway, ADA spaces and whether gravel parking would meet city requirements. Staff noted recently passed state guidance that affects how mobile vendors are regulated after July 1; commissioners told the applicant to prepare variance alternatives, ADA-compliant parking designs and a clear plan for restrooms and tenant access.
Dickerson said the project’s timeline is a “slow burn” and that he hopes to open the initial salon phase by January. The presentation was discussion only; the commission asked for updated site plans and a formal variance application if the applicants plan on gravel rather than paved parking.
