The Community Development Committee voted to grant the vacation of the Garrick Avenue right-of-way adjacent to 3030 Wall Avenue, adopting the planning department’s recommended valuation (about $15,242.95) and returning the parcel to the adjacent property owner.
Planning staff planner Tyler Williams explained the valuation uses a longstanding formula based on assessed values and historic practice for similar vacations; he said the applicant has maintained the parcel as a side yard, had planted trees, and that a comparable vacation happened in 1994 across the street.
A nearby alderman and residents expressed concern that the narrow right-of-way is used by children walking to a nearby park and asked whether the buyer intends to fence the parcel. The applicant said his plan is to "fence it and um just clean it," prompting council discussion about pedestrian access and the need to enforce local ordinances (one alderman reminded the applicant that chickens are not allowed in the city). The committee approved the vacation on a roll call vote.
What happens next: The city will record the vacation and sale according to the motion; neighbors and the ward alderman may request follow-up about fencing and pedestrian access if safety issues arise.
