San Rafael staff begin PLA talks for library/community center; negotiations to adapt Marin County model

San Rafael staff told the Measure P Subcommittee on June 2 that negotiations are underway on a project labor agreement (PLA) to ensure a skilled workforce for the Measure P-funded library and community center. Jonathan Shelton, deputy director of Public Works, said trade representatives are marking up the Marin County PLA as a starting point and the city will convene another group meeting on June 18 to discuss detailed language.
Shelton and staff highlighted several early lessons: allow adequate time for negotiations, consider how many signatories the agreement will require and set clear local-hire and "core worker" thresholds so that the PLA supports a vetted, stable workforce. "Giving more time" proved a lesson from Marin, Shelton said, and unions flagged that including many signatories in close succession produced administrative challenges during execution. Staff said legal review is ongoing and the PLA will be returned to the subcommittee prior to full council consideration.
