Council vacates easements and approves Havenwood final PUD and phase-one plat

Planning staff presented the Havenwood final planned unit development and phase-one final plat for Chestnut Creek Phase 2, describing 61 single-family lots, required utility and street extensions, additional wetland preservation to offset earlier encroachments, and a centrally located neighborhood park dedication.
Staff noted PUD flexibilities carried forward from the preliminary approval, including a 55-foot minimum lot width in some locations and typical corner setbacks. The developer proposed to vacate certain drainage and utility easements that will be replaced with easements mapped within the new right-of-way.
During the public hearing, resident Michael Anderson asked about signage and construction traffic controls for nearby Forest View Estates. Planning staff confirmed construction traffic plans, signage and coordination with the school district were conditions of approval.
Council passed a sequence of actions: resolution 05262605 vacating specified drainage and utility easements (subject to replacement easements and recording requirements), ordinance 771 amending the Chestnut Creek PUD for Havenwood, resolution 05262604 authorizing summary publication, and resolution 05262603 approving the final PUD amendment and phase-one final plat. Each motion was seconded and carried; the transcript records a single opposing voice on the roll calls.
Staff emphasized that final recording and release of plat-related items remain contingent on execution of a development agreement, required securities, fees and completion of outstanding engineering items.
