Newark Council approves pay ordinances, property conveyance and budget resolutions

The Newark City Council adopted a package of personnel and fiscal measures during its June 1 meeting, passing emergency ordinances and several resolutions by unanimous roll-call votes.
Council adopted Ordinance 26-21, described in the meeting as setting compensation and policy for hourly non‑bargaining city employees, and Ordinance 26-22, applying similar compensation and policy rules to management and supervisory personnel. Both ordinances were read on the floor, each moved by Mr. Marmy and seconded by Mr. Cost, and each passed on a 10‑0 recorded vote.
Council also approved Ordinance 26-17 on second reading to vacate portions of Water Street, River Street, Hill Street and two 16‑foot alleys as shown in local plat records. In addition, Resolution 26-29 (appropriating monies for current municipal expenses) and Resolution 26-35 (appropriation expedited by waiving the two‑day reading rule) were adopted after motions and roll‑call votes.
On economic development, the council adopted Resolution 26-31 authorizing conveyance of specified city real property to Newark Development Partners as agent for industrial, commercial distribution and research purposes; that measure also passed unanimously.
Motions were routinely seconded and carried by recorded votes. Amy (the clerk) read ordinances and resolutions as part of the procedural process. The council set several items for further consideration at the June 15 meeting, including Resolution 26-33 (an Ohio Attorney General grant application) and Resolution 26-34 (an appropriation), both held for the next meeting.
Next steps: The council will reconvene June 15, when members indicated they will continue routine business and the held items will return to the agenda.
