Boynton Beach approves temporary permit-fee rebate to support storm-hardening for homeowners

The Boynton Beach City Commission voted unanimously to adopt Resolution R26-095, a temporary program to reimburse building-permit fees for qualifying homesteaded properties that make storm-hardening improvements.
Development Services Division Director Suleaka Brown told the commission the program will refund 100% of building permit fees (excluding regulatory fees) for eligible work—examples included roof replacements, impact windows or doors, hurricane shutters, generator or A/C replacements—so long as the property owner’s homestead exemption was approved before Jan. 1 of this year and the permit application and plan review were submitted between May 1 and Sept. 15. Brown said the refunds will be processed automatically and mailed to the owner’s property-appraiser mailing address within roughly 60 days after the permit is issued.
When asked about fiscal impact, staff said the building department is an enterprise fund and the rebate should not affect general-fund operations; staff estimated more than 1,000 homeowners could receive rebates totaling “probably a couple hundred thousand dollars” under the modeled recent-permit volume.
Commissioners praised the program as timely ahead of hurricane season and asked that city communications and marketing push the availability of the rebates to senior and vulnerable homeowners.
Next steps: staff will publish outreach materials, post the program on the city website and mail rebate checks automatically to qualified homeowners as permits are issued.
