Insurance consultant: Nyssa's PACE premium rose 16% as student enrollment and liability exposure grew

Dallas Waldo of Bill Waldo Insurance gave the board an overview of the district's PACE (pool) renewal and liability exposures.
Waldo said the district's experience-mod (workers' compensation rating) improved, yielding a recent credit, but overall premiums increased about 16% for the renewal year. He said the primary drivers were exposure growth tied to 715 additional online students and higher liability and sexual-misconduct layers in the market. "Our premium went up this year by 16%...we had an increase when we went to the online school, it increased the exposure, the number of students by 715," Waldo told the board.
Waldo also highlighted a 48% increase in educators' liability and a 55% increase in sexual-misconduct liability line items reported in the PACE materials; he said large catastrophic verdicts and reinsurance-market pressure are pushing rates up. On cyber risk he warned the pool's shared limits can be exhausted by a single large claim and presented off-pool market options with sample premium indications for additional coverage.
Board members asked clarifying questions about whether the increase was driven by losses or exposure; Waldo confirmed exposure (enrollment growth) and market-rate pressure were the main factors. He said the district's total insured property value stood at approximately $91.7 million and noted that some property and equipment coverages are arranged through pooled agreements and separate excess programs.
Waldo left detailed renewal material with the district and plans to stop by for signatures on necessary paperwork. The board applauded the district's safety and risk-management work that reduced claims and lowered the experience mod.
