The Laramie City Council approved a set of budget amendments that adjust multiple funds and appropriate money for capital and operating needs, including emergency repairs to the recreation center pool and a large water-tank project.
Finance staff said the overall amendment package includes a net $6.15 million increase in the water fund (largely for a zone-one tank project), a $240,000 operating-cost increase related in part to overtime and injury payouts, and several capital purchases including the previously authorized property for a new fire station and acquisition of the old slave-school property.
The amendments include a recommended $45,000 appropriation to replace a pool boiler heat exchanger after staff found a crack and had to shut down the indoor pool for safety. Recreation staff said replacement and installation could take several weeks plus about a week to bring the pool temperature back to safe operating levels; the outdoor pool remains available as weather permits.
Staff also explained accounting actions to move previously approved lease-financing proceeds into the proper funds and to decommission a previously inactive surface-water drainage enterprise fund, returning some appropriations to the general fund.
Councilors praised the finance team for a clear table in the agenda materials and asked staff to ensure the budget resolution language clearly expresses council intent for funding future stormwater or zone-one operations. The amendments passed on roll-call votes.
