The Iowa City Council unanimously gave first consideration to a zoning-code text amendment package intended to clarify typos and cross-references in Titles 14 and 15 and to align local rules with recent state law changes affecting cell-tower siting and accessory dwelling units (ADUs).
Daniel Simon of Neighborhood and Development Services told the Council the package has two parts: routine cleanups (typos, outdated department names and mapping references) and two substantive adjustments driven by state law — fixes related to the Iowa Cell Siting Act and updates to ADU language. "The second part of this ordinance is the more substantive amendments," Simon said, noting staff’s goal to make the “least change necessary” to comply with state requirements while preserving consistent local application.
Staff said the Planning & Zoning Commission reviewed the package and recommended approval by a 7–0 vote at its May meeting. Council members asked clarifying questions about whether ADU language made substantive changes; staff replied the changes aim to define terms more clearly rather than rewrite standards.
With no public testimony, the Council voted 7–0 to give the ordinance first consideration; final adoption will follow the city’s standard ordinance process.
